On August 28, 2025, President Trump issued an Alternative Pay Plan under 5 U.S.C. 5303(b) and 5 U.S.C. 5304a, announcing to Congress his decision regarding the January 2026 pay adjustments. The plan provides for a 1 percent base pay increase for employees under the General Schedule (GS) and certain other pay systems, while also freezing 2026 locality rates at 2025 levels.

In addition, the President has directed the Office of Personnel Management (OPM) to use special pay authorities to provide an additional 2.8 percent pay increase for certain law enforcement officials, aligning their raise with the planned 3.8 percent military pay increase.

  • Customs and Border Protection (CBP): Border Patrol Agents, CBP Officers, Air and Marine Interdiction Agents

When will the 2026 GS pay tables be available?

OPM anticipates releasing the special rate tables by the end of calendar year 2025, following consultations with agencies and approval of the final coverage list.

The effective date for both the GS base pay increase and the law enforcement special salary rates is January 11, 2026.
